In Port Victoria, Lake Victoria is not merely part of the landscape. It is the fishing ground, the marketplace, the food on family tables and the thread holding the community together. When catches shrink, violent storms keep boats ashore or rising water enters homes, the changing lake turns climate change from a distant warning into a daily fight for survival.

A town whose life begins at the water

Before sunrise, Port Victoria is already turning toward the lake. Fishing boats prepare to leave, traders wait for the morning catch and families hope the water will provide enough income to carry them through another day.

The town sits on the Kenyan shore of Lake Victoria near the border with Uganda. Fishing is its main economic activity, supporting not only those who enter the water but also traders, processors, transporters, food vendors and children whose school fees may depend on the next catch.

For generations, people learned to read the lake through familiar signs, including the direction of the wind, the gathering clouds and the places where fish were likely to be found. Those signs are becoming harder to trust as rising temperatures, erratic rainfall and more intense weather alter the lake and the livelihoods built around it.

In Port Victoria, climate change is not one problem arriving alone. It is a chain reaction in which changes in water levels, storms, fish populations, disease and household income continually reinforce one another.

The shoreline no longer feels permanent

A lake can rise slowly enough for people to watch it coming and still move faster than a community can adapt. Water reaches farmland, homes, roads and landing sites, turning places once considered secure into extensions of the lake.

Lake Victoria demonstrated that power between late 2019 and May 2020. Exceptional rainfall caused the lake to rise rapidly, producing its highest recorded level at the time and flooding shorelines across Kenya, Uganda and Tanzania.

A peer-reviewed study published in Earth System Dynamics found that the lake rose by 1.21 metres during the six months leading to May 2020. More than 29,000 people living within 50 kilometres of the shoreline were affected by flooding between April and July.

The study’s best estimate was that human-caused climate change made such an extreme rise approximately 1.8 times more likely than it would have been in a preindustrial climate. The researchers also acknowledged considerable uncertainty and identified land use, water management and settlement in flood-prone areas as additional factors.

The flood can come from two directions

Port Victoria sits near one of Kenya’s most flood-prone landscapes. Heavy rain can cause rivers and drainage channels to overflow, while high levels in Lake Victoria can slow the movement of water out of the surrounding lowlands.

This creates a dangerous interaction around Bunyala. Floodwater may arrive from the land as rivers swell, while the raised lake resists receiving more water and pushes pressure back toward farms and settlements.

The Nzoia River has repeatedly burst its banks in the wider Bunyala floodplain. During the severe flooding of May 2020, an estimated 40,000 people were displaced in Kenya after the river overflowed, according to the Lake Victoria attribution study.

The danger does not end when the rain stops. Families may return to damaged houses, contaminated wells, waterlogged farms and roads that remain difficult to use long after the immediate emergency has disappeared from national headlines.

A warmer lake changes what happens below the surface

The most serious changes in Lake Victoria are not always visible from the shore. Rising water temperatures can affect oxygen levels, algae growth, breeding conditions and the locations where different fish species can survive.

Climate change is only one part of that pressure. Overfishing, illegal fishing practices, agricultural runoff, untreated wastewater and the destruction of breeding habitats are also contributing to the deterioration of the lake.

Reporting by the Media for Environment, Science, Health and Agriculture in 2026 described how rising temperatures, shifting rainfall and extreme weather are affecting fish production. Researchers warned that declining catches also deepen existing inequalities because many women depend on buying, processing and selling fish caught by men.

When fishermen must travel farther or spend more nights on the water, their fuel, labour and safety risks increase. A boat may return with fewer fish after using more time and money, leaving everyone along the value chain to divide a smaller income.

When the fish disappear, the shock travels through town

A poor catch does not affect only the person who owns the boat. It reaches the woman waiting to buy fish, the person who dries or smokes it, the motorcycle rider who transports it and the household that depends on it for protein.

Fish prices may rise when supply falls, but higher prices do not necessarily translate into better lives for fishing families. Traders with limited capital can be priced out of the market, while consumers may turn to smaller or less nutritious alternatives.

The pressure can also reach children. A 2024 investigation by Global Sisters Report found that fishing is the primary economic activity in Port Victoria and documented children leaving school to fish, process catches or support their households.

Climate change is not the sole cause of child labour, which is rooted in poverty, exploitation and limited opportunities. However, environmental shocks can make those pressures worse by reducing the income adults once earned from the lake.

The water hyacinth is more than a floating weed

Water hyacinth can transform a working beach into what looks like a green field. Thick mats obstruct boats, trap fishing gear and make it difficult for crews to reach open water or return with their catches.

The weed can also block sunlight and reduce oxygen in the water as organic material decomposes. This places additional stress on fish and creates sheltered areas where mosquitoes and other disease carriers can thrive.

Climate change does not create water hyacinth by itself. The weed flourishes particularly well in nutrient-rich water polluted by untreated sewage, agricultural runoff and other waste, while winds and currents determine where large mats gather.

Warmer conditions, intense rainfall and flooding can compound the problem by carrying more nutrients into the lake and moving the weed toward landing sites. The Siaya County partnership report provided to TaleCraft Hub identifies water hyacinth, invasive species, biodiversity loss and climate change as connected landscape pressures across the neighboring lake region.

Dangerous weather follows fishermen onto the lake

Lake Victoria can appear calm when a boat leaves shore and become deadly within hours. Intense thunderstorms produce strong winds and high waves that can overwhelm small wooden boats, particularly during night fishing.

Research published in Nature Communications identified Lake Victoria as a potential hotspot for the intensification of extreme rainfall in a warmer climate. The researchers warned that severe thunderstorms and the waves they generate already pose a constant danger to fishing communities.

This makes access to clear, local weather information a matter of life and death. A forecast must reach fishermen early, use language they understand and explain what action they should take before conditions become dangerous.

The World Meteorological Organization reported that a regional pilot warning system directly benefited more than 200,000 people around Lake Victoria. Its success showed that practical climate information can protect both lives and livelihoods when communities help design how warnings are delivered.

Climate change is also a health emergency.

Flooding can contaminate drinking-water sources with sewage, waste and disease-causing organisms. Stagnant water may create breeding grounds for mosquitoes, while people wading through contaminated water face additional risks from skin infections and waterborne diseases.

The Busia County Climate Change Action Plan warns that intense rainfall can pollute water sources and increase illnesses such as cholera and typhoid. It also identifies children, pregnant women, older residents and people living with disabilities as especially vulnerable during climate emergencies.

John Wabwire Shikuku, a community health promoter serving through Port Victoria Sub-County Hospital, has described climate change as part of the health reality facing local communities. His account connects environmental degradation with the illnesses and household pressures encountered by health workers at the community level.

Health facilities must therefore prepare for climate shocks as seriously as farms and fishing beaches do. Reliable water, backup power, medical supplies and passable roads become essential when flooding or extreme weather increases demand for care.

The lake does not recognise county borders.

Water entering Lake Victoria may begin as rain falling hundreds of kilometres away. Pollution, floating weeds and declining fish populations can cross county and national boundaries without stopping at an administrative line.

That reality makes isolated projects inadequate. Busia, Siaya, Kisumu, Homa Bay and Migori counties depend on the same connected water system, while Kenya shares the lake with Uganda and Tanzania.

In July 2026, officials in neighbouring Siaya County opened discussions with the CGIAR Science Program on Multifunctional Landscapes about agroecology, landscape restoration, invasive-species management and climate finance. The approach treats agriculture, water, ecosystems and livelihoods as parts of one landscape rather than separate problems.

Port Victoria needs the same connected thinking. Restoring a wetland, improving waste management upstream or protecting a riverbank may deliver benefits far beyond the community where the work takes place.

Port Victoria has a plan, but implementation will matter

Busia County’s climate plan recognises Bunyala as particularly vulnerable to flooding. It proposes early-warning systems, improved drainage, wetland restoration, climate-smart agriculture, stronger water infrastructure and better dissemination of weather information.

The plan also lists specific priorities for Bunyala West, including expanding the Port Victoria water supply, installing fish cages, promoting waste recycling in the town and providing solar backup power at Port Victoria Sub-County Hospital. These are proposed investments, and their value will depend on funding, implementation and continued community oversight.

Infrastructure alone will not protect the town if people living closest to the lake are excluded from decision-making. Fishermen, traders, women, young people, health workers and residents of flood-prone settlements understand risks that may not be visible from a county office.

Climate finance must therefore produce changes people can see. A working warning system, a functioning drainage channel or a protected water source matters more than an adaptation plan that remains on paper.

What must happen next?

Port Victoria needs better monitoring of lake levels, rainfall, fish stocks and water quality, with information shared in forms residents can use. Forecasts should reach fishermen through radio, mobile phones, beach leaders, digital platforms like TaleCraft Hub and trusted community networks before boats leave shore.

The town also needs stronger protection for wetlands and riparian areas that can absorb floodwater naturally. New homes, roads and public facilities should be planned around updated flood-risk maps rather than memories of where the water used to stop.

Diversifying livelihoods can reduce the pressure placed on fishing families when catches decline. Sustainable aquaculture, climate-resilient farming, fish cold storage, responsible tourism and businesses that convert organic waste or water hyacinth into useful products could create additional income.

None of those solutions will succeed without tackling pollution and unsustainable fishing. Climate change acts as a threat multiplier, but the damage becomes greater when the lake is already weakened by waste, habitat destruction and excessive extraction.

The bottom line

Port Victoria’s future cannot be separated from the future of Lake Victoria. When the water rises, fish move, weeds spread or storms become more dangerous, the effects travel from the lake into markets, clinics, classrooms and homes.

The community has survived floods, falling catches and environmental decline before, but resilience should not mean being forced to recover from the same damage repeatedly. Protecting Port Victoria begins with recognising a simple truth: when the lake changes, everything changes.
